Primary Purpose:
Supports and facilitates critical organization and management skills to the Chief Financial Officer to ensure a high level of customer service to the district’s students, families, staff, and outside partners. Performs a variety of skilled duties including collecting, analyzing, and compiling data that are oriented primarily toward the analysis of systems and procedures, organization and management, workflow and distribution, work simplification, and improvement in efficiency and makes recommendations based on findings.

Education/Licensure/ Testing Required/Bonding:
Bachelor’s degree from an accredited college or university, including completion of at least 12 semester units or equivalent in organization and management, computer science, accounting, finance, economics, statistics, research techniques, business, and/or public administration.
Screening includes online computer use skills test at advanced level.
Valid Driver’s License and evidence of insurability.
Oregon Fingerprinting and Criminal Background Check clearance.

Skills, Knowledge and/or Abilities Required:
Skills to use advanced levels of MS Office Suite (Word, Excel, PowerPoint, SharePoint and Outlook); use proper English, grammar, spelling, punctuation, and vocabulary in both written and verbal form with advanced skills in technical writing; prepare clear, concise reports and correspondences.

Knowledge of: Principles of work simplification, work space organization, forms design, and records management; administrative, statistical, budget and analytical methods and techniques; principles and practices of business and public administration; statistical analyses and various methods of presentation; data processing systems as related to administrative analysis; principles and practices of school administration and management including budgeting; principles and practices of research, problem solving, and program evaluation; principles and practices of planning, coordinating and reviewing the work of others; pertinent rules, policies, procedures, and regulations affecting assigned area of responsibility.

Ability to: Devise methods and procedures for obtaining a variety of data; exercise initiative, logic, problem solving and ingenuity in obtaining facts and information; analyze data and draw logical conclusions; effectively identify problems and efficiently identify solutions; investigate and analyze complex administrative and budgetary problems; interpret, summarize, and recognize the implications of complex documents; research, compile and analyze complex technical information to prepare narrative and, at times, statistical reports; formulate and implement technical and procedural policies and practices within assigned area; plan and organize work to meet deadlines; exercise independent judgment in making technical and procedural decisions regarding work organization and assignment, work methods, and work products.

Major Responsibilities and Duties:

Analyst Duties:

Provides timely and accurate information to vendors, staff, and other agency’s business services.

Analyzes data, workflow, and streamlines processes specific to those within Financial Services.

Support Chief Financial Officer (CFO) and Financial Services Director in conducting studies and write reports related to policies, procedures, organizational structure, cost effectiveness, communications, work methods, and needed support services, i.e., quarterly reports, board reports, and audit solicitation.

Surveys private firms, public organizations, and other districts to learn methods and procedures for problem solving for possible application to district departments.

Serve as internal Financial Services procurement point of contact.

Serves as critical liaison between all Financial Services staff and Chief Financial Officer as well as other critical departments and schools within the district.

Schedules appointments as needed for the Chief Financial Officer, and for Financial Services, as necessary.

Administrative support for all Financial Services related programming and community partner websites.

Support Financial Services training and implementation of best practices for all school and department Directors, Principals, and Secretaries.

Collaborates with all Multnomah County Business Office Services.

Serves as the Procurement Card steward for Financial Services.

Updates Financial Services related policy guidelines regularly.

Supports Chief Financial Office and Financial Services Director with monthly Board Report submissions.

Regularly maintains Financial Services Guidelines and submits yearly reports to the Board of Directors.

Facilitates technical support to Financial Services staff and communicates with other Departments across the district.

Enrolls new Financial Services employees into critical systems that are vital to staff’s specific positions.

Manages databases related to areas of work.

Constructs, updates, and maintains department website pages and

Attends district meetings.

May supervise and evaluate clerical positions as assigned.

Performs other related duties as assigned to ensure the efficient and effective functioning of the department.

Environment: Work prolonged or irregular hours; travel to various District sites, utilizing employee-owned vehicle; occasionally work additional hours outside regular business hours including evenings and weekends dependent upon Assistant Superintendent’s meeting and events schedule. Occasional remote work environment if required by district.
