Job Summary
The College of Arts, Humanities, and Social Sciences at Eastern Washington University seeks a College Financial Officer.
Reporting to the Dean of the College, the College Financial Officer is an integral role in leading a wide range of fiscal and biennial budgetary, personnel, and administrative activities. The position serves as a leader in planning, advising, administering, controlling, and implementing a diverse portfolio business operations, finance and budgeting, human resources, payroll and benefits, and travel services related to the College of Arts, Humanities, and Social Sciences. The position provides guidance and direction to college administrative and management faculty and staff on all phases of budget development, preparation, monitoring and management; assists in projection of budget needs and provides data on current and prior years expenditures; assists the Dean in strategic planning for the college.

Required Qualifications
A Bachelor’s degree in business administration, accounting, economics or a related field, and three (3) years of experience directly related to the duties and responsibilities specified. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis
Progressive experience using financial and quantitative tools for modeling, analysis and reporting, and the ability to think strategically and analytically, solve problems and make solution-oriented recommendations and decisions
Exceptional skills with MS Office Excel, Word Outlook, PowerPoint
Demonstrated experience with database and spreadsheet creating and management, specifically Excel
Experience with application of accounting principles and knowledge of building a budget and budget review
Demonstrated successful experience in accounting and financial/budget management and in managing and tracking multi-fund budget
Experience providing budgetary and strategic planning support to the head of a complex organization
Well-developed interpersonal, conceptual, organizational, and communication skills
Ability to anticipate and handle last minute concerns and initiatives
Ability to work within a team and model a team atmosphere
Demonstrated ability to apply a culturally responsive and flexible approach that is supportive to the diverse needs, including universal accessibility, of our students, faculty, staff and the public

Provide primary assistance to the Dean and departments in development, implementation and monitoring of institutional and biennial budget requests.
Prepare fiscal reports and analysis for the Dean.
Advise Dean and assist in implementing, coordinating and controlling all budget and fiscal services for the College, including grant and contracts, endowments and scholarship oversight.
Assist Dean in determining budgetary decisions and actions including revenue opportunities, budget reductions, and transfer of resources. Specifically, provide detailed calculations regarding where the resources would come from, and relevant scenarios for each recommendation.
Participate in strategic planning and program management decisions, specifically providing the a fiscal lens as part of management team.
Develop budgets for grants, revenue generating programs both on-and-off-campus including projections and actual revenue and expenses.
Develop and approve all fund transfers and monitor changes to department budgets.
Administer budget for personnel hiring and preparation of Personnel Action Forms (PAFs). Ensure positions have adequate and sustainable funding plans.
Communicate Dean’s decisions and requests to University administration on budget and fiscal matters.
Train and develop department staff on fiscal matters and oversee department budgets. Recommend and provide primary assistance to Dean and department chairs/staff in the development of budget requests and budget reductions.
Advise and disseminate information related to policies and procedures and provide budget and workload analyses for departments/programs when needed. Monitor and report Overload and Exceptional Overload situations with Associate Dean.
Analyze information and provide documentation, calculations, and background information to support or aid Dean in making decisions.
Advise Dean and assist in implementing, coordinating and controlling all budget and fiscal services for the College, including grant and contract oversight.
Design and produce systems, spreadsheets, or databases to track and coordinate budget activity within the College.
Manage and review tuition and fees associated with College courses and self-support programs.

Represent Dean to departments and other administrative offices. Coordinate and supervise a variety of administrative assignments.

Administer graduate service appointment process. Collect requests from departments, prepare table and memo for Dean. Track requests and allocations by department. Prepare official offer letters. Receive and record acceptances and declines, inform graduate office and departments.
Work with university’s immigration specialist in HR on any needed procedures and documentation related to obtaining work visas and/or establishing residency for international faculty and/or staff hires.
Review, update and/or correct all personnel position information for the College to keep current and accurate.
Prepare and/or review and approve payroll information for all faculty, part-time instructional appointments, and graduate service appointments.
Develop and distribute Quarterly Faculty Appointment letters.
Train and supervise new and existing department staff on reconciling and monitoring department budgets. Review and/or prepare early retirement and re-hire agreements. Compute and present to Dean the cost savings for these agreements.
Coordinate summer school process. Collect data from departments, submit summer school data to summer session office, prepare Payroll Action Forms.
Utilize Institutional Research and other data systems available to develop, monitor and coordinate various reports and trends in academic programs, majors, and enrollment.
