Summary Description: The primary responsibility of the Facilities Manager/IT Support is to provide a clean, safe, productive and healthy environment for all employees, visitors and customers of CDHD while minimizing risks to the organization from failures in the physical infrastructure and associated systems, and to provide support to the IT Director as needed. This position must develop, track and oversee contracted work for facility and coordinates maintenance functions for the Health District vehicles. The Facilities Manager acts as the main contact for other employees to report building and vehicle maintenance issues, coordinates maintenance duties with janitorial staff. This position also serves as a back up to the IT department, including desktop troubleshooting, basic server management, and database management.
The Facilities Manager/IT Support position requires considerable independent judgement and has considerable freedom in the organization and prioritization of tasks involved in complex projects and work processes. To insure the highest level of services are provided, additional duties and responsibilities may be assigned as needed by the supervisor or the Health Administrator.
Job Duties and Responsibilities (Essential Functions):
Serves as liaison between professional and support staff to coordinate facilities related projects and to implement facilities related policies and procedures
Annually, develops and submits a plan for facilities maintenance, upkeep, and improvements, monitors the plan and budget, provides regular reports to CDHD Leadership.
Annually develops a safety and security plan for the District and leads committee meetings
Coordinates facilities maintenance activities and oversees contracted work for the facility.
Coordinates routine maintenance schedule for cars and coordinates work, as needed.
Serves on CDHD’s safety committee and leads efforts to provide for the safety and security of all CDHD personnel, visitors, and customers. This includes maintenance of, training staff on, and documenting all safety equipment and processes for the health district.
Provides back up support to staff in the absence of the IT Director by creating and deleting CDHD computer access permissions, supporting the management of the District’s network, assisting users in solving Information Technology Problems and working closely with the IT Director to investigate and implement new technology for the District.
Coordinates routine maintenance schedule for cars/building and coordinates work, as needed
Assists in the development of and communication of the overall business and operational strategies related to organizational goals. Provide leadership and direction and translate strategies into goals.
Meet strategic needs and develop future strategic and operational plans in alignment with company goals.
Knowledge/Skills/Abilities:
Strong organizational, time management and project management skills. Ability to manage multiple and varied tasks in a fast-paced, high-volume regulated environment, highly proficient organizational skills and keen attention to detail.
Strong analytical skills, with an ability to troubleshoot, problem-solve and effectively and efficiently make decisions.
Improves the agency’s overall effectiveness by developing and implementing solutions and applying continuous improvement practices to increase efficiency and reduce costs.
Must successfully manage and administer the assigned annual operating budget.
Knowledge of office practices, procedures and, equipment supervisory techniques including, efficient utilization of personnel, equipment, and supplies.
Ability to plan and supervise work of others; maintain effective public relations; understand complicated oral and written instructions; schedule and oversee a variety of support staff projects and activities simultaneously.
Advanced user knowledge of standard industry computer applications and software including word processing, data base management; spreadsheets etc.
Ability to maintain and manage diverse physical records systems
Ability to communicate effectively with diverse clientele under normal as well as stressful situations.
Ability to prioritize a complex workload to ensure deadlines are met;
Ability to accurately communicate information to the public with tact and diplomacy;
Ability to establish and maintain effective working relationships with co-workers, supervisors, other divisions and agencies and the general public;
Ability to perform logistical functions and follow standard incident logistics processes under the direction of an Incident Management Team when necessary and during emergencies.
Ability to effectively maintain written and computer records in accordance with regulatory agencies.
Interpersonal skills needed to work effectively with a wide variety of health professionals, agency managers, community members and patients.
Level Requirements (Minimum):
Education
AA in Network Administration or High School Diploma or equivalent plus one (1) to three (3) years of experience as a tier 1 Technician
Valid Washington State Driver’s license acceptable to the insurance carrier.
Bi-lingual in English and Spanish preferred and beneficial but not required.
Experience
Five years of full proficiency experience in Facilities maintenance or related field demonstrating the capacity to work independently.
Verifiable experience dealing with emergency maintenance requests and the ability to determine the root cause and solution.
Ability to pass a background check.
Per the Governor’s Proclamation 21-14, CDHD requires a COVID vaccination for in-person business. Therefore, all employees are required to present proof of vaccination status upon hire, except as required by law.
**A combination of education, training, and experience, which has provided theoretical and practical knowledge, will be evaluated for equivalency.
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without accommodation:
Visually or otherwise, identify, observe and assess distance, color and depth, required to regularly communicate with others verbally and via telephone and exchange accurate information.
Able to operate a computer and other office productivity equipment, able to remain stationary at a computer or other office equipment for extended periods and move around their assigned workspace.
Frequently move up to 25 pounds and occasionally move up to 50 pounds. The employee must be able to work within different temperature changes, indoors to outdoors; moving between buildings, and working around moving equipment/machines; occasionally ascend/descend a ladder or stairs as required.
Occasional exposure to moving objects and parts; occasionally exposed to dust and chemicals; the noise level in the work environment is usually moderate.
PPE for this position includes facemask, slip resistant/closed-toed or steel-toed shoes and gloves.
